hmm 3.5$ per 1000 views isn’t bad but not amazing either you could try optimizing your keywords for higher CPCs or target an audience with higher purchasing power like tier 1 countries might help ?

If you have auto ads enabled, only run vignette ads and set the ad load to the lowest setting.

This will increase your CPC and earnings. Thank me later!

if it stays disabled check if you enabled ads on your adsense account and also check wordpress settings like some plugins might block try another browser too to see if it works ?
