Justdial is a listing site with very thin content. Though the rankings mainly depends on the type of KW you are targeting, but you can outrank them pretty easily with high quality content and some authority links.

He could aswell answer his question by trying many local keywords to see if a website is outranking justdial.

yes you can outrank justdial .. all that matters is your content is more related to what they keyword is about .if you are targetting a city.. make sure you have your map on the page you are ranking + keyword in the title and in the description and as H1 in content too. Other than that Justdial don't have backlinks for a specific URL. you can exploit that by making .. good quality backlinks for the page you are working for.
Good quality backlinks = links from articles or websites related to your niche .. preferrable if contextual links . high DA D0follow links .. there are various methods to use high DA sites that are not related to your niche. Use them wisely to get contextual backlink for your website.
