Ask for screenshots of the last 10-15 tweets, but $500 seems a bit high for 70K unless it's really active

I agree, if the account is active and the followers are legit, then its totally worth it.
You should use some of the tools that were mentioned above to check all of this, and if you can get access to the analytics of the account that can also be helpful.

70k real and active followers for 500 $ are totally worth it if you ask me,that's great actually

Yes, totally worth it if those followers are real and active. BUT keep in mind it's extremely easy to build an account like that with fake followers.
So you need to check - look at recent tweets, look for interaction, assess some of the accounts that are interacting and the followers.
Maybe ask to post your own tweet on the account so you can better gauge the interaction.
