Instagram doesn't even do anything if a certain amount of people don't report the page within a given timespan. If that criteria is reached, a real person investigates, and if anything is deemed inappropriate for instagram the post/page gets taken down.
There is little merit to these threats unless this is taking place in a blackhat niche
