Is it possible to shut down accounts with bots?

is it possible to shut down accounts with bots? I see some pages threatening it all the time to accounts. Especially larger ones. But doesn’t Instagram make sure they are legitimate reports before taking action?

Instagram doesn't even do anything if a certain amount of people don't report the page within a given timespan. If that criteria is reached, a real person investigates, and if anything is deemed inappropriate for instagram the post/page gets taken down.

There is little merit to these threats unless this is taking place in a blackhat niche
