We're trying to move a Facebook Page one place higher (higher than a forum in position 2).

Will backlinks actually help or do they not apply to social network sites?

yes. They will help you get there...go for some back links.

Short answer: Yes, but it depends.
Long answer: Backlinks vary in types, some are good, some are not. I think it will be best to use organic backlinks in diversity. I mean, build many backlinks from various platform will help you rank safe. To me, a unique article on a unique blog is the best.
Outdated comments backlinks or junk profiles just drag your sites down to sandbox with zero chance of return.

A FB page is just a web page in google SERPs.

Within FB though external links won't make a difference(yet).

But, you should try doing that for your G+ page. Besides the fact that it will rank faster (go figure), it will boost your website's authority as well.
