Is it possible to make low quality video to HD?

no. you can't. There are software/AE Plugins that could make em appear a little bit better once you have resized it. If you're going 3 times the original size, it would still look 'okay'. Anything more than that; even if you have the best plugins for it; it wouldn't be possible. But I know there are 'hardware' that could turn your old VHS into a pretty good quality / resolution but again 4K vs 4K (upscaled from 1080p using Samsung TV) is different even with any combination of hardware/software.
 
Thank you for the question and video. I was able to use that video to make my SD mpeg (720 x 480) into HD 720.

It will never be equal to a true HD video, but the final result is better in HD than the original SD video.

First, I extracted PNG images from each field using ffmpeg. I used your video to enlarge 10% each time, used PhotoZoom too, and a few filters to reduce artifacts and gems. I corrected the color and levels etc. The final image was 1080 x 720. I didn't want to crop, so I added blurred 100 pixels on each side for 1280 x 720. I used actions and batch processing for all of this.

I decided not to rejoin the fields, so I just set my editor (Vegas) to double the old frame rate (i.e. from 30fps to 60fps). I imported the image stream at 60fps.

The video is not great but it is actually better than the original.
 
Ever tried watching a vhs movie from the 80s on a 4k tv? Quality still sucks. If your source file sucks, you wont be able to improve much.

That reminds me, I tried playing Silent Hill 1 on my 4k TV a few months ago. The game had these little X's that were really noticeable (because, you know, it's like upscaling a photo; it doesn't make the quality better, it just makes the picture bigger, and all the little flaws become more notiecable). You can see what I mean in the photo below.

A big no. You can only get out what the input gives.

360p -> 1080p/720p = blurred
 
You can use the free software FFMPEG to upscale video to HD resolutions. https://ffmpeg.org/ffmpeg-filters.html#scale
It won't improve the quality of the video but it could be useful if you need your content in HD resolutions but only have it in SD.
It a command line utility but very powerful considering its completely free. I use it for creating HD videos from audio only sources for uploading to YT
 
Oh! It is impossible to convert a low quality video to an HD video. Only the vice versa is possible.
 
Unless you improve the video by redrawing its frames in photoshop, no. Technically, it could be done for very short clips.

But sometimes, I do wish there were programs that make pictures look as good at 30x enlarge as at 1x. Like in sci fi movies.

No you cant. If the info to make it HD isn't there, it's not there.
