Is it OK ?

Just bought with backorder a domain name previous used from a political party leader.
Just Imagine something like donaldtrump (dot) com

I contact his office and he is not interested in buying it back. Can I write a 1000 words bio and place some adsense to make money from it ? Easy to rank because he has many links from government websites and news sites like bbc etc

Can he sue me ?

I think that you would be asked to give him the domain back before he sues you. In the meantime, you might make your money back trhough AdSense.

But then again, I am no lawyer, I have no idea how this works so ... my 2 pennies

If he is not interested in buying it back I doubt he would sue you but even if there was that one in a million chance I'd be doing something similar anyway if I were you.

I do that a lot.

Generally, if there is an issue, you'll just get a letter telling you to take it down or they will come after you but that has only happened about 7 or 8 times to me in all the times I did similar stuff.

Fun fact : last I checked on Flippa there were like 10 or 20 5 figure domains with political names being sold. Top one was one of the two candidates on this election... I did not check the domain age, but this guy probably thought ahead a few years.
