Is duplicate content penalty real or not? EXAMPLE

I came across an SEO who has what looks like 280 city names and then seoDOTcom. All the sites have the same content except the city names are different. Each one is indexed by G00gle.
So my question is this an example where the issue of duplicate content is not really an issue?
 
It's an issue. Ok, he got indexed. Does he rank ? They do still have an issue with scraped content. As they simple have no means of finding out who first published it, just where they first found it. Some SEOs turned this in a weapon and will scrape your site regularly and publish your original content on social media before it's found on your site.

If you are in a competitive niche of course.
 
On your site: yes
From another site: nope

It CAN effect rankings if Google finds it elsewhere first, but don't think of it as a penalty, because if your site becomes more authoritative, Google can and will rank you higher for the scraped content.

sometimes, you get those 98% similar pages indexed. sometimes not.
there is no "penalty". i the site is considered DC, it just wont indexed top 100, 200 or 300 and goto NA Universum...

Just altering approx 20-30% often gets that back.
 
A friend of mineold me to spin articles before i publish copy paste to it,, as far as i know you wont get rankedfor those pages,, but this is the only legit way making free backlinks,, to spin is not that hard,, change key prhases to your own,,
 
Google wants to provide useful information if it can. If you have very little competition, Google might rank and display your pages as it's better than having nothing at all.

BTW, Google ain't the only game in town.

you will not be penalised for duplicate content because the overall % of copied stuff will be small.

they can also consider the date u appeared in index and the scheme date tag your posts have.
 
Googles Duplicity norm are quite different and may confuse many people. You can copy some segments of a website and that is treated to be okay by Google. Although, their many things like, the quotes, poems by authors, lyrics etc which Google treats as normal because there cannot be a different version for the same. However, if you are copying a blog post, it will certainly trigger the system and will increase your chances of getting banned.
