I have seen so may discussions where people say their websites rank on google only with content and structure. But from my experience, off-page seo still plays an important role - especially for staying on top in competitive niches. Backlinks still help Google trust your site more. What do you think? Can a site actually rank on the google without backlinks?

You can not rank good keywords with seo. There can be exceptions but they count less than 0.1 %.
 
No they are not enough. You need good seo to rank. Even building links is not enough, you have to keep adding this from time to time.
 
Some sites do rank with good content alone. But they are just an exception.
