I am new to SEO, and I need some advice. I was thinking of buying social bookmarking links from some providers on seo clerks, and I just wanted to know whether it is a good idea to do so. There are loads of gigs offering to create loads of social bookmarking links, link pyramids and link wheels at really low prices, but I just wanted to make sure that it's worthwhile to buy these services. I don't want my site to get penalized by Google or get banned. What has your experience been? Have any of you ever paid for such services?

There's no problem with bookmarking links, or any other type of links, as long as you do not overdo it by getting too many links instantly and suddenly. Don't forget to get other kind of links, not just bookmarks.
I've seen a video from the beginning of 2011(!) and Matt Cutts told they are watching authority of the profiles/shares.
Since then we had the ongoing panda, and penguin.
They can easily catch you IMO. Even I could come up with a solution to identify fake / real bookmarks.
Despite all this, on every forum, low quality Social bookmarks are sold and bought.

Make sure to avoid unindexed (especially pligg) based social bookmarks. Different than that, focus on high PR bookmarks and strong descriptions along with anchor diversity. Actually bookmarks can and still do drive a lot of traffic to certain niches if done right, so it's definately something to consider /do. Don't expect genuine quality for $10 / 1000 bookmarks blasts though.

Buying links is never a good idea. You can accidentally rank you website and you won't know what to do with all that traffic you've got. On the other hand you won't get banned when you not buy link so don't ever buy links.
Better write good content that people would naturally link to. And do some infographics linkbaits. And guest blogging. And remember to send all your links to Google for approval.

I agree with the some of the others here. I looked at the SEO gigs, and am not sure about those. 1000 links for $2 sounds like some kind of software bomb, and that may be bad for your site. I have seen some that offer links manually, and spread over time. Those are more natural looking and are probably okay.

Social Bookmarking is oldest and one of Best Link Building Technique. I do 600 Bookmarks per day for my Each New Post with Ip's and stuff. and I get 100 visitors from bookmarks per day for sure..just making it clear ..SO you know Social Marketing includes Bookmarks as well Facebook type sites..

Social bookmarking is good to get your links indexed and use it as a tier 2/3. Its still a very important part of SEO.
