Yes, it's effective, do comment on relevant and authority sites. So, you can get better results with it. And do it in the diversified way of d0follow, no-follow, etc.,

I still do blog commenting on relevant blogs which gives me nice little traffic and also it helps immensely in diversifying the backlinks for the websites.
