One of the most sensible things I've read on here for a long time. The Google Chrome technique that @Leith shared is great, but at the same time you could buy a shit load of links on the marketplace from a crappy seller and tank your site. Along with your bank account.

Backlinks are still important and will be for a long time, but only quality backlinks.
Remember, you need to have the same target traffic and niche. There are many ways to get them, but usually it takes a lot of work because, as you probably have experienced by now, there are a gazillion people directing messages to your website or commenting hoping to get a backlink from you, so if you try doing exactly that, you might waste a lot of time with an insignificant outcome.
There are groups for backlinks exchange on Facebook and I bet you can find some others around here somewhere, but make sure you have the first two things I mentioned in common!

Backlinks are core of Google algorithm. And it not will change for next 20 years. Start evaluating site by backlinks ( aka Pagerank ), was something, what did Google search results hundred times better than competitors, such AltaVista. Only what Google still changing is methods to detect unnatural links.

Sites under my control not been affected, even in some cases received higher ranking. It's because I am using linking scheme reference. It's not possible to detect.

As I both few times backlinks, one time from "aka sam" newer got any good traffic with this. It whose approved post and lot of good comments.
