Of course, links still work, just depends on a lot of factors as a link != a link.
Need to look into quality (spammed site, TF/CF,DA/PA etc.) to determine a good valuable link. Before the most links would be best, no you can have the least ranks in a niche and still be #1.

Keep reading the forum to get some more background before trying to randomly buy links.

It seems these days that backlinks are certainly dead. Last week I bought some Panda smashing, hummingbird approved, Matt Cutts friendly, Google beasting backlinks from Fiverr, and now me Blogger is nowhere to be seen.

Of course back links are still working. But as mentioned before, you need quality links and not low quality or spammy links. Better to have few good quality links then other links.
