Is an EMD still recommended for a new website?

Another consideration is that the Google update devalued EMDs by filtering out the sites that seem to be built on a single keyword or two. It just happens that EMDs are usually structured on that 'thin' basis, so they stand out to the algo. Select your main 1-2 kws, but add 5 or more terms that look like and are used as a "main kw" for the content. They'll act like a kind of "countermeasures" to keep G from thinking your EMD is too 'thin' to be worthy of ranking.
 
I don't believe all that EMD hype. I have a couple EMD's that have not been affected. I think it is more about buyer words in the EMD.

This is what my thoughts are as well, mainly because most of my EMDs had strong commercial intent and they were all hit :(

I'm with Zebrahat on this one. All of my EMD's got smashed but that was because they were thin rubbish sites, still I made quite a bit whilst it lasted.
