Yes but it should be relevant and only a part of your backlink profile.
Don't make these links dominate your backlink profile.
Also make sure you use anchors in your own language or brand anchors .

Yup, I ranked with language-specific keywords posted in english articles
 
A natural, high-quality website is essential. Google must see that it is worth it to your visitors. Don't get spam links that hurt your ranking.

Aren't no-follow links good at all? I thought they still count even if less?

Here is what i have found

if you want to rank in france, you should have MAJORITY of your backlinks from IP's in france. If you don't then your ranking will get hurt, specially if your competitor has majority of their backlinks from IP's in france.

so the same logic if you want to get ranked in US. majority of your backlinks needs to come from IP's inside US.

I have found this to be a good correlation of my logic: https://www.semrush.com/analytics/backlinks/overview/?q=blackhatworld.com&searchType=domain
take a look at the country widget at the bottom of the page, right hand side. it shows u the % of backlinks from different countries.
 
Depend on the site quality. If the site authority and indexing is good then you must go with it. But keep in mind, backlink should look natural.
