Which one in better for Google Ads? Static or Dynamic IP? any ideas or experiences?

Both static and dynamic IPs are appropriate. However, there are many other variables. I have trusty accounts running even on server proxies, which don't seem to be suitable for advertising. But a good option for starting new accounts is quality mobile proxies.

As long as the ip's are high quality is okay

Static proxies would be better, but again it depends on the quality of the proxy.
I don't advise you to save money on proxy contractors.
Mobile proxies from your own modem also works well - so you will be sure in their cleanness.
