I don't think he's talking about "IPRental" Bass.
He's talking about rental services if I'm not mistaken.
iprental itself is known to provide very low quality IPs, you'll find many such comments here.
That's normal when a service is rotating IPs that frequently, it works well for a short time and soon becomes overwhelmed by the massive abuse.
In general many posters use private proxies, take a look at the "for sale" area.
You can find shared proxies, proxy lists and private proxies with IPs of various quality.
You might want to take a look at my thread as well (seo-proxies.com), I've a good number of CL posting customers hooked up for a long time now.
A general note: start small, work until you find an IP solution and ad content that sticks.
Then, once you know your method and ads work: upgrade
