most probably free...

I want to do black hat seo...i am looking for that tool..

I prefer Zenmate Because it most secure and easy to work.

But it's not free. You can try trial pack and buy premium version

Otherwise try Hide IP VPN its not free its comes under trial and Free versions

I think Hide ipVpn works fine and easy tool to change your IPs or else look for openVPN its free.

I usually prefer Zenmate to change IP location, it's not too much cost but works fine for me.
