not sure whats the problem of Romania next to Bulgaria ... if you move your country somewhere we will be much closer to real europe so its a win win deal ... move it to italy or where its alphabet is from

I was referring to the tax rate lol. Since Romania and both Greece is next to Bulgaria,its easy to take advantage of the tax rate there. Compared to a British guy that would have a harder time managing his business in Bulgaria. I love Bulgaria because of the fact it only has a 10% tax rate which means it is lowest within the European Union. And I'm considering Incorporating some businesses there. I meant that the Romanian government is slow to not lower its tax rate to that of Bulgaria,not that Bulgaria is bad.

sorry again for my attitude gluck with ur ideas i think in our both countries ... i am sure wages will go slowly up but first that goes up is cost of services ... so if you want to be locally strong start some services business ... if possible not what every young person starts into like us into web services ... at leats try to create some innovation from west integrated into proper Romanian lifestyle so poeple feel it close.
aswell i think outsource is good business as a startup but we are poor but highly educated and hungry for growing region so creation of solutions for different businesses is good of cuorse marketing should be hired locally by country being uk , usa so on ..

I'm not from the balkan area,I'm from the U.S. but I can use being American as advantage in the U.S. so I could make a good middle man.
yes, Romania is (still) a country where anything is possible. And i mean any business you want to start here will work, if you research the domain and the competition very well. And that's because romanians are... desperate to have products or services that other countries take for granted. The newer the idea for the Romanian market, the more money you'll make.

I respect your opinion but I know plenty of people who managed to build shit where it was illegal to build, or at least close to impossible to get a clearance. I also have a close friend who is working in a GIS company making feasibility projects for infrastructure buildings like roads and bridges. I know from him that there are projects (just the design/paper) that cost up to half a million euros, where they make them impossible to implement, hence they take the money but the building never gets done. I also know of a specific case where the construction company did not add the side border for a road, they figured that not adding it in the field but just on paper would save them 2,000,000 EUR. They gave 1,000,000 EUR to the local hot shots to get them on their side and the other million they put in their pocket. The border is on paper but not in the field. If questions arise, they can always say it was stolen or something since the local hot shots will vouch it was actually there in the beginning. This is a true story and is not the only one.
I never said it is easy. I just said it is not as bad as some make it sound. It is never easy, not because of the system, politicians, laws, etc. but because of the other entrepreneurs who will always try to be one step ahead.
For the average Joe with a small business it isn't that bad either. It just feels complicated and overwhelming because of the insane bureaucracy. If you want to file papers for a company you will spend at least a day going from X building to Y building and back because people in X tell you you need a paper from Y but Y swear on the bible the papers are X's responsibility. After doing that back and forth for 2 times I eventually found out I actually don't need those papers at all. Best way unless you're on a tight budget is just to hire specialists in the field like lawyers, etc. They are more experienced with this stuff and get the job done faster. Of course you still need to keep your eyes wide open because anybody, and I mean anybody, will potentially want to screw you or profit from you not paying attention to every detail.

i am from romania, and i admit it ain't that great country as there ain't much to visit, besides the mountains. (btw, those interested in romania, i would recommend Brasov and surroundings like Predeal).
business weiss .. well, the politics suck and the big problem here is that everything runs on politics. so if an average joe want's to open a business, he will need to be part of a democratic side. to join this politics sides, the business owner aka average joe, will place a fee monthly (i think) to help the democratic party grow, and from there depending on the streets the democratic party has influence on, the average joe will be able to open a business on one of those streets. (by business i mean a small shop for grocery, or clothes)
so, opening an offline business might / might not work for new comers here. dpends on how easy one can adapt to this kind of society. also, there's huge lack of information here, compared to civilised countries. most of the info one can get here, is through friends and their experience.
other than that, the society here is quite cool .. friendly and outgoing. as mentioned earlier, hot chicks everywhere (cityies and village) and best of all the'r cheaper than usa chicks
so there you go .. pros of romania: mountains to visit and hot chicks to ride.
cons: business to run, not that easy, but doable for average joe.

OP. Interesting post. But I think you are dreaming if you think that EU are gonna allow countries with a budget deficit to run a 9% tax rate. Tax Havens inside the EU-borders are a thing of the past and fiscal responsibility is the new thing. And if you actually want your mom to have health care and decent public schools for your kids then you might actually be best off not aiming for a 9% tax rate.

It 's around 50% where I live (in reality, not in paper) and there 's still no money on the government 's coffin. It 's a matter of who does what with the money. 9% is more than enough to have a lean working state. That 's without all the hawks eating the $ of course.

And its been working great so far for Bulgaria,they have gotten at least 2,500 Greek business to "relocate" there since 2008 and 250 Romanian. And more are "moving" every week. Bulgaria is in a position to become very wealthy once the global crisis ends.
yes, I was thinking about re-locating my business to Bulgaria at the beginning of 2011. I gave uo on the idea but the cost are surely lower. The taxes for enterprises are not the only ones lower. Most of the car owners now register in Bulgaria - if you want to buy, let's say, a 4000 cmc car you would have to pay more than 2000 Euro per year in Romania just the taxes (excluding insurance) - in Bulgaria you only pay 500, mandatory insurance included.

You don't need to actually relocate there,just file your taxes there. But I think for alot of online income in Romania there is a reduced tax rate of 10%,not the full 16%.

Moreover, there is being discussed nowadays, a law... if it gets approved, the Bulgarian cars will be allowed to circulate only 90 days per year.
Why?
Because there are more and more junk cars on the roads, and most of them are registered in Bulgaria. Not only they are a real menace, but their drivers are also (80% of them) driving like maniacs, as they know one thing: if a car hits them, it will be impossible for the romanian driver to repair his car in a romanian car service with a Bulgarian insurance.

WHY? - I used to own a nightclub in one of the biggest cities in Romania and regarding your idea I pretty much know everything that must be known. If you're willing to :
1. Pay huge bribes to the local financial official vampires each month, and put up with them each time they team up and come for a free drink and fuck, please believe me they are PIGS.
2. You need someone to look after you if you're an outsider. Pimp fights over retarded bitches, pimps trying to poke your dancers... It gets even more "funny" when they harass your dancers and maybe yourself.
(Ever had guests with pipes in their hands waiting for you in the parking lot?)
3. Pay da police! Always pay da police... but not the little guys, you must go straight to the middle of the mansion and pay the right guy, otherwise you will end up paying like 2-3 times the same amount of money.
I wasn't the only one investing there, I had a couple of Russian associates, those guys knew the tricks and kept the whole business running, but it is very hard.
PS: The only good thing there was that with all the bribes and stuff covered you can sell even the underwear of Mother Mary without even bothering to run any legal papers.
