    I tried the:

throw App and Skin folder into:

    App into magento/app/design/frontend/default directory and

    Skin into magento/skin/frontend/default directory

    Then go into:

    System> Design

    change design to the theme

    Then go into:

    System>Configuration>Design

Put all fields to name of theme

    Then go into:

    CMS>Pages

Change all Page designs to theme

And NOTHING! Woopwoop! Tried a million times. WTF do i do??

    Have you refreshed/deleted your cache?

is a strange one, i've never had an issue with theme changing.

I checked my system - config - design area, I have 'default' (without the ' ') in the box, as opposed to the theme name. Have you tried it that way?

I only usually change the theme by going to system - design

The other thing you can try, as I found once the magento cache refresh tool isn't always perfect, is to navigate to var/cache and delete everything in there via FTP, and also var/minifycache if your using fooman speedster.
