The best way if you have free time is to research by yourself accounts that have a lot of engagements in your niche and write them or e-mail them.

I once did this on Google:

site:instagram.com DM for promo

You can add as many parameters as you want after that, eg a town or country or whatever.

I was trying to find a website that could have a bunch of accounts looking to get paid for a shout

Best would be to contact the owner of the page directly via email/dm after you've done your research and decided the page is worth buying a shout out from. Just my 2 cents
