It depends
95% of the time this can and will happen if you use bots, its just Instagram's way of saying you are spamming with your bots, please stop.

So in other words if your bot(s) have a delay I suggest slowing it down.

what bots are you using?

I got this too, just log in with facebook if you have connected it or send it to your email address. If you used a fake email then bad luck I'm afraid.

It might be because you might spam bots i got this messages on one of my accounts and i was spaming it

I received that one too a week ago. So I click the link and changed my password. Few laters after that, I can't use my instagram. Everytime I do something with my instagram(like/follow/etc),I can't do it because it'll always popup an instagram verification security check. They ask my number so they can send security code. I will get the security code via text messages in my phone for a few hours later after I write my number in instagram pop up verification security check, it can be 24 hours later to get the text messages. But it doesn't work. Everytime I put the code that they send, it'll always go back to "write your phone number", which is mean I have to wait for the new security code that they send me. And if I write down the new code then it'll go back again to "write your phone number". Again.again.and again. I'm going insane. It already a week or more, I forget. And I can't do anything with my instagram. But I still can log in,logout,change password,see my instagram,check other people instagram. I just can't follow,like,posting,comment,etc. I've googling, I've ask help from everyone and nobody can help me. If you can help me, then it'd mean a lot to me. I really will give u everything I think I'll be really crazy if I can't get my instagram back. Thanks

They probably think your account got hacked, just slow things down and stick to the same proxies.
