One thing you can try is using location-specific hashtags and captions, and even tagging a location in the reel. Also, the type of content and language you use can influence who it reaches.

Just make content for USA, if the content is english, you use captions optimised for usa like writing stuff like "bro just couldnt handle it" , "nah bro crashed out fr", "no cap" and stuff like that + hashtags that are usa based, it also depends what niche you are in.
But when content that is focused for USA goes viral it almost always goes viral in USA.
I have grown heaps of pages, no proxies, vpn etc just naturally posting from my phone (content for usa like I mentioned) and they all go viral in the USA even though I am in Greece.

Tag the location, post stuff that's relatable to the target country, engage with people from there, and use relevant hashtags. That should help!

There is no way to restrict your content to a specific country or region without ads.
If you add country-specific hashtags, local langauge, the targeted audience here is your desired audience (most of the audience will be the one you need) but that content is also visible to others who are interested to see that content.

In your bio, you can mention the country or city you're in for example, "Based in Mexico City ". Or simply add a small emoji like a pointing finger to save space.
As others have already mentioned, the language you're using is really important — it helps people feel more connected and represented.
Another way to target a specific audience is through your copy (captions and storytelling). Talk about geographically specific things from the region you're targeting. For example, if you're in a country like Colombia and your content is about parenting, you could say:
"Your child is having a meltdown while you’re cooking an ajiaco, but they won’t leave the kitchen and you don’t know how to set a boundary."
You're talking about parenting, but you're also using specific cultural references that make it feel native to that country. This creates strong identification for local users and users from other countries might not relate as much (they might not even know what "ajiaco" is).
You can also use local slang to strengthen the connection.
A great strategy is to use TikTok as an alternative entry point: post localized content there, grow an audience, and redirect them to Instagram you'll start attracting a more geographically relevant audience.
Another trick I’ve heard (though I haven’t tried it personally) is using a VPN to browse Reels from that specific country. Since Instagram learns from your browsing behavior, this might help the algorithm associate your content with that location and show it more in that region.
