Instagram Proxy & Multiple accounts

If all 4 accounts got suspended, I wouldn't blame the proxy alone. Instagram looks at other signals too.
I'd keep the setup simple and stable, and first check what caused the suspensions before changing everything.

You need to utilize mobile proxies. Make sure the location of the mobile proxy is the same location the account owner is in. This is critical. If you're in say USA and you're using a UK mobile proxy, you're putting your accounts at risk.
 
Why is mobile sim not an option for you?

And for 4-5 Accounts per device, It is not necessary to even switch the IPs, One IP is enough to maintain 5 accounts without rotating it. Infact too much rotation also gets flagged.
