Buy this software called xGram. I currently did my research and I'm saving up for it now. That's my main goal on IG...to make the popular page

It's an algorithm based on # of likes, amount of time to get those likes, and a trust score of sorts. So use a bot to bring your target account to a legitimate status, send a flood of likes in the right ammount of time (i'm not revealing that exact info here) and you are set. Quality content gets quality results.

I have been raping the pop page for months. Over this time Instagram have added various things to their algo. Its not just about likes. There are many factors involved now, which I wont reveal in public.

try this, caz i'm still completing my pop page order.
first 30 sec = minimum 50 likes 2+ comments related to pic title or tag (tag must be less than 2) + 50% likes from your followers + 40% likes from non followers of same niche (niche=tag they post) +10% likes from random people
next 29.9 mins => about 900+ likes from 40% your followers +60% from random likes + 20+ comments related to tag

I used to be able to get on the popular page really easily up until a week ago, but for some reason it's gotten really difficult all of the sudden. Has something changed in the algorithm in the last week?
