Does anyone also have an issue receiving 6 digits security code on accounts connected to mail ru? I have 20 account connected to mail.ru and when i log it on gmt2 on fresh ip it trigger verification via email. I tried to verify it but i haven't receive any email from instagram.
To confirm if mail ru is on fault, I sent an email using my gmail but mail ru received it. That is when i realized it is on Instagram side. I don't know but it looks like mail ru is banned now. ( you can create but you can't verify) wtf

If the email not getting "welcome" message from registration most likely never getting any email from IG. So, you can just let it go and create new one
 
Just by thinking about how many accounts were created using those emails to create spam accounts someone can get a headache. I can guess that the old fashion of cheap emails for creating accounts is not going to survive too long. (Theory. Not a fact)
 
I often had this problem with mail.ru e-mails. Did not receive confirmation emails. And this is not only with instagram

I dont think it is on the proxies, i used dedicated instagram proxies and ratio is 1 is to 1. As for the account it came from 4 different sellers. So you are saying all sellers sold me bad accounts? Xenosit also have a point all mail ru have abused on instagram it might trigger the instagram to ban it. Also note that you can still use it for creation but you cannot get a Security code via email which means you cannot change proxy once you create it.

mail ru is working fine here, you just have to wait sometimes or try later for verification

It's simply a mail.ru issue or the accounts. There are some email providers, which are notorious about not receiving registration/verification emails or they arrive, but delayed. It's not Instagram specific. Mail.ru is one of those, Hotmail/Outlook is another one. That's why many sites recommend you to use Gmail or Yahoo. But those are expensive to buy, so maybe try other cheap providers like Yandex.

doesn't matter what your country is, i have Instagram accounts made in Russia with mail ru running on french and Uk proxies and email verification works just fine, after that, even an email verified account will be asked for a phone verification sooner or later so you should worry about that
 
It does appear that if you request the code too many times, you get a block and will not receive the code, seen this happen a lot. Wait 24 hours and usually it will appear.

Pv is much better for me to be honest. I can just buy sim card here in my country for cheap price. Usable for many years.
