IG is currently adding multiple monetization methods for creators, Ive been researching this for a few weeks now and wanted to be an early adopter on this, even put a team together for that, but there is currently no chance to get into the programm if you're not a real, established creator.
We'll have to see what the next months will bring...

Not everyone will be able to be monetized via this so there is still room for paid shoutouts

Usually it is high in the beginning and will eventually be reduced. Take a look at youtube
Also, the advertisers are paying for REAL active engagement which means real people who actually make purchases. These are stats that bots cannot fake.
