At first it might be for verified accounts only, but slowly they will allow any type of accounts to use them.

It is not allowed in almost any network. But if you use a landing page they will only know that your traffic came from a landing page.

Right. first your landing page and then ogads.
I dont know how ogads works. but I think that every network allows you to have a pre lander.
