Send out 13 Dms per hour don't ever exceed 50 Dms a day. You can get sub accounts to accomplish any amount you require in one day. 3 IG accounts can give you 150 Dms but don't overdo the process

Use multiple account, for example if your target is 1000dm/day split to each account 25, so you just need to multiple your account :)
 
The instagram has a high level of protection, so there is always a limit to avoid spam
 
I wouldn't say there is the same, specified limit of messages, I think that each account has different limits, if you have a legit account with many followers, history etc then you can for sure send more messages than a fresh account with few hundreds of followers.

Unlimited DMs cannot be sent, including those who follow you. If your followers report spam, you will be banned. Impossible to foreigners anyway ...
