I’ve been running IG ads and I’m curious, how does FB actually figure out someone’s “interests”? Sometimes the targeting feels spot on, but other times it makes no sense. Anyone knows how these interest tags are really assigned?

Great question. From what I’ve seen and tested, FB/Meta bases interests on a lot more than just what pages you’ve liked. They use your engagement behavior (what you watch, what ads you click, how long you view posts), your off-platform/web activity if there’s a FB pixel, your search history, and even third-party data. Sometimes it seems random because FB tries to predict what you might like in the future, not just what you already like.
