How many instagram account can i make per ip? do i also need to change the imei and uid for instagram?

Last time i checked you could have as many accounts as you want as long as the email address is different.
But if your going to use bots on these accounts then its not a good idea to have multiple accounts on the same ip

5 accounts per IP no more. It depends how safe you wanna be. If you gonna do a lot of liking and following -> 3 accounts per IP 
I mean if you are going to use a bot like Followliker the best way is 3 accounts per IP address.

Hawkster That is not true, Instagram will limit you I believe 10 accounts PER device. Few weeks ago I hit the limit on my iphone and had to switch to blue stacks on my computer to continue making accounts. If your phone is jailbroken you can trying spoofing your device and use a vpn and make more accounts on that same device if you hit the limit, I personally haven't tried it but it's worth a shot.

i don't get this, i'm running 20-30 accounts under one IP alright with no problem

Still confused about this, so like if I go to a cafe and use their wifi and and follow heaps etc, and get banned will people that use that ip get banned also? Same with my home ip, if I get banned will my other account be at risk ?

Yeah this is what I've seen based on my own experience. I was able to create about 12 before I had to change my phone identification details. Changing the IP made no difference.

As I researched, many things depend on:
- what method you use to create accounts - not only limited to device only like iphone/android/emulators, but also such things as changing AppleID/GUID/DeviceID and cleaning cache (with android you can spoof your data without resetting to factory defaults);
- how you use the accounts after registration - how much activity (follow/like/comment/mentioning), links in profile, uploading similar images and etc;
- how safe you want to keep it - if you want to have long running accounts it's better to have 1 ip per account, if you would like to spam with max safe you can use more than 1, but all depends on other options mentioned above.
You should write everything you do to understand. Not all people from BHW can give you the most useful info, because it costs them too much, so you should keep doing your own research, when making the process. But, there are also lots of threads and posts with useful info here. Search it by keywords, so you can get the basics.
