Depending if you are using proxy and on your settings, with good settings approx 3 accounts per proxy.

Depends on many factors. If it is brand new and you follow/like spam + put affiliate link in your bio, then no you probably wont be safe.
Keep journal of your activities so you can keep track of what you probably did to get a ban so you don't repeat it next time.

I have my personal account which I just use to like the photos of my friends and three more which I want to grow, 160 follows/likes per hour/account through an application.
