If you still have the email, try recovering it with that first. If you've lost both the phone number and email, it's going to be really hard. You can try Meta support, but without proving it's your account, there's usually not much they can do.

If you can't access the account, you won't be able to delete it. Unfortunately, there probably isn't a practical way to do so.
