If that is what you mean, then just re create an account with a U.S IP address or set your location to U.S.

he meant low paypal balance when it's not enough to pay for the FB ads, so paypal can't take the money from your balance, but they will (try to) charge your CC

but why don't you just try it for yourself? what's the worst that could happen? worst case scenario, you won't be able to pay for the ads w/ the paypal balance, in that case you can still withdraw your money to your bank account (you said you can do that), i'm guessing the CC in question belongs to this bank account, so now you have money on the CC, therefore you sure as hell will be able to pay for the FB ads

so you either need to wait for somebody who has first hand experience in this or try and see it for yourself

3-no it's not same in turkey ,,,, here if you have balance in your PP account u just able to withdraw it to ur bank!
