Facebook will allow you to pay through Paypal for your ads.

I think you are trying to say that you can't with your Turkey FB account?

If that is what you mean, then just re create an account with a U.S IP address or set your location to U.S.

If a US paypal account is what you are talking about here, then FB charges from the paypal balance unless of course you have low paypal balance, in which case it will charge your CC.

Same might or might not apply to a turkey account, it can be confirmed by another turkey PP user, or if you go further with this yourselves.

I think the easiest way to find it out, would be to test it?
Make an ad and then yoi will see.

i'm from EU too and that's not quite true, rather the opposite, there are a few services which require a CC being attached to your paypal, like when you buy a domain, but most of the times, especially when you buy digital services even from a BST here, it's not needed and you can pay w/ your paypal balance

he meant low paypal balance when it's not enough to pay for the FB ads, so paypal can't take the money from your balance, but they will (try to) charge your CC

but why don't you just try it for yourself? what's the worst that could happen? worst case scenario, you won't be able to pay for the ads w/ the paypal balance, in that case you can still withdraw your money to your bank account (you said you can do that), i'm guessing the CC in question belongs to this bank account, so now you have money on the CC, therefore you sure as hell will be able to pay for the FB ads

so you either need to wait for somebody who has first hand experience in this or try and see it for yourself

Do you have a bank account linked? If yes, change your preferred payment method to your bank account and try paying. If you have funds in your PayPal account the payment should go through because PayPal won't deduct any money from your CC or bank account until you have used up your PayPal balance.

1- Yes, used PP linked FB ads accounts for a duration of 3 months.
    2- Low funds in paypal.
3- That's it then, you answered your question.
