If your question is "will you be able to apply and get approve at bst if you have an infraction?", yes you can as evidenced by an approved bst thread that was initiated by a member who's been banned several times.

You can not create a BST with an infraction.

Really....if someone is having infraction and he need to put his service thread in BST section then how can he do so....

Meaning, It's all up to the moderators' interpretations. No clear guidelines but all depends on what the appointed moderator's discretion.
