most of the time for BH campaign (cloaked) it is a NO NO specially if you have just started. At least give it 4-7 days before you increase you budget
it is clients , just making sure it doesnt happen, seeing some weird stuff with adwords lately

Start with NOT a high daily budget < US$30 or equivalent and once campaign is live do not increase it for 2 days and then when you increase it, do not increase it drastically. Yes, people here would tell you, you can start with a daily budget of a billion dollars too. Please use wise decisions, and experiment on your own and you will know what is what. Simple.
