The links your manager bought are meant to manipulate the site metrics and won't do any good to your rankings.
Better buy a few backlinks but from genuine and related websites.

I would say building a massive number of backlinks within a short time is not that good and seems unnatural. Instead you can focus on the quality of links. Building quality links from authority sites can give you good results.

The funny thing is Google hasn't indexed any of the spam links (check this on Search Console). But, I don't know if GG will index those eventually =))))))

I bought 30-40 guest posts one by one last two months and every site has at least 1k traffic by semrush. The average price is about $40. But The ranking result is not good.so I just don’t know how to do now

It's editorial posts and I paid maybe $200 - $250 each. $40 really won't get you too far. Those are in 95%+ cases guest posts that everyone and their mother sells. Oversaturated crap.
Keep in mind, that those linsk are most likely not the only issue that your site has.

Maybe you are coming to google penalty door soon. Your manager doing Google redirect backlinks to increase the DR and Da, this is completely ridiculous thinking, it"never gives you a single effect because mostly are spammy and toxic backlinks. Listen if you can do some niche-related backlinks you must see some improvement.
