it depends what in the purpose of your company, do you plan to sell online? do you provide services/consulting? do you want to receive and forward funds between companies?
If you sell online and need to be anonymous, you need to buy a company with a nominee director.
Depending on the EU country and the lawyer behind the setup, you can imagine in Eastern European countries:
Min. 2-4k€ for incorporating (one time fee) with the bank account and the nominee
Min. 1k€ per month as a service fee
My advice, if you pay less, watch out.
Remember that, sometimes, you need utility bills of the company, utility bills of the director/shareholder, copy of the ID/passport of the director/shareholder, etc.
You also have lawyers opening companies in Netherlands for 15K fee and 2K per month.
The price will always be related to the quality of the setup, again, it depends on your business/needs.

"anonymous" company in EU (European union) is total bullshit. Sure, you can be not listed as a company owner but if you do something illegal police will track you down and you may end in jail. No matter if you open company on some random homeless guy, they can still get you by footprints you will leave.
You dont want anonymous company really. You want kind of LLC in a country where your activity is not prohibited by law. Look for such conutry and open there company.

Of course yes. As I wrote, it depends on what you are doing. But tbh, if you have a EU company with nominees + live outside EU + have a offshore company receiving the funds from the EU and maybe sell in a different country
Which police from which country will go after you except if you are big enough?

Back in time when I studied law, I was interested in quite popular scams penalty like person sends premium sms to get something, but its scam and person dont get anything really. Such premium sms cost $1 on average. Guess what, it was enough to put people in jail without probation - ive read the sentence.
Back in time (like in 2012) many people from my country (Poland) used cracked version of 1 popular seo software from USA. Small thing you would say? 2 years after that every person who used this cracked software ended with nice fine, some people had an extra from police - apartment search. How? Software owners recorded IPs and other things of people who used cracked version of software.
Now think yourself, stupid software was enough to take a thing from USA to Poland and make justice happen. What if you scam people on a bigger scale? + keep in mind cracked software is actually nothing compared to real scams.
If you do something really bad and it falls under criminal law - chances that you will be fucked are really high, no matter how you are going to hide your ass. The only way to keep your ass safe is a company in a country where some activities are legit and it would be best if you would actually live in that country.

There is a type of company called "Anonymus Society" where it's not possible to know who are the owners
This exist in most countries
In Spain for example you only need around 30K€ capital and the admin costs that could be around 500€-1000€

Not sure about your exact purpose but if you are looking for tax benefits than you need offshore bank accounts together with the company. Although not for EU but if you are looking for tax benefits than a GBCL1 in Mauritius will solve the problem for it double taxation benefit agreement with many countries. Also its cost effective as it takes somewhere around 7500 usd for an year for setup , bank account , yearly summarly , etc.
