He deleted your devices history, so google don't recognize any, and changed every piece of security.
Google will never be on your side, because even google know what you did lol.
Why would google protect you? Even if you could proof the ownership, what they have to do with new password, number? They don't cover that part.
Don't worry, I saw guys paying a lot of money using BTC and asking how to refund later. You are miles away from the worst case scenarios.

Im not that far away. My paypal was registered with the stolen email. Oh and guess, paypal does not allow me to change email

I've read, but i've been on same side with stolen phone and got succeed with it
google forgot can recover it back - took 2 days though before they actually reach recovery email

Already tried. Im not so worried about my paypal tho, it's locked account without bank account. You can't send or withdraw money so it's okay (even if i have money inside). I hope.
