Did you change the recovery email of your gmail account? If no then if the scammer didn't change it yet, you can restore your gmail using this recovery email.

If not you can recover your Instagram account using the original email that was used to create the account.
You go to Instagram form the one for stolen account declaration.

I don't care about the Instagram that much... Okay I lost a 24k followers account.
But... Losing your personal email address? That's hell, Lucifer...
Google doesn't seem to let me do anything...

There are social property escrow websites like swapd , epicnpc or playerup you would have used.
You can first of all use forgot password to get back your gmail , make sure to sign in from a location and browser you have used several times to access the account . when you have recovered your email (this should be the original email you used to sign up for Instagram)
Then follow these steps

- Enter the original email address and phone number you used with your account.
- Instagram will send a six-digit unique code to that email address and number. Enter the code to recover your account.

The gmail is of course the original email of my instagram account. How could I declare this a theft? It's not a theft for instagram. I simply gave my information to that person. Can you make a stolen account declaration when you buy an instagram account? Of course not, because the person takes some information you cannot undo.
I'm telling you, he changed the instagram email and phone number. And I'm not having the original email address...

You can get back access by recovering your gmail account. It is easy to recover a gmail account. use forgot password and sign in with device and location you have accessed the account from several times.
If you can get back your email account you can get back your Instagram account

Dude. It's over. I may try in some days to do this procedure again, but probably I've lost it. And I have this damn email since 2017... Many information that wasn't deleted...

Bro you do realize you can still do the "need more help option" to directly contact IG support via email right? (by pressing I dont have access to the email or number anymore, then fill out a foum) Even if you dont have the OG email anymore you can use a separate email to contact support. Send me a PM and I guarantee you I can help you get it back for free.

I think at most you can do is get that instagram account locked by contacting the support. Just tell them you sold the account, the buyer scammed you and they will lock the out. You can get gmail back by contacting google and sending them your id proofs but that means gmail account must be on your name and phone number + your own ip address.
