Implementing 301 Redirects While Retaining Google Bot on the Old Domain for Casino Websites

Hello to all SEOers, I hope the professional SEOers can give me some advice. Currently, I am working on SEO for several casino websites. In my country, the casino industry has not yet been legalized, so it's common for internet providers to block users from accessing these websites once they rank on Google. As a result, I have to continuously redirect 301 domains every time a block occurs.

Each time I redirect a 301 domain, the website loses a lot of its strength, which affects its Google ranking. I happened to read about a method where you can perform a 301 redirect but keep the Google bot on the old domain while allowing users to access the new domain normally. Is that complicated to implement? Since a 301 redirect requires reporting on GSC, how can it be done? Additionally, after implementing such a method, how would website modifications be carried out on the old domain?
 
that can be done via simple javascript.
but eventually your site will not rank because google also takes into consideration the CTR (click through rate) and also people going and browsing your site pages further while considering to rank your site. With javascript , googlebot, will remain on your original page, but people visiting it via google search engine will be 301 redirected to new site, but since the CTR will be zero, within few months the original page/site will loose it ranks.

that can be achieved with a google cloaker
this way google sees your ranked site's content but the real user gets redirected to your new site that google/isps don't restrict
