The forum is filled with many Black Hat marketing methods you just need to dig a bit deeper in the forum. Black Hat being unorthodox marketing methods that main stream marketers stay away from. If you look around the forum you will find method such as like jacking, fake traffic, unorthodox/frowned upon mass marketing techniques, cloaking and so much more. I think you are not reading enough.

The name is really not misleading but people often confuse the meaning of blackhat seo. It's clear from the header banner that this is an seo forum.
It really means nothing more than gaining an advantage in the serps by doing something that the search engines themselves would view as being contrary to their own rules of submission. Building back links is black hat. There really is no grey; just black and white.
I'd say that the site has evolved and there is more discussed here than just black hat seo but that's the owners choice. I don't see any reason why they should allow talk of anything illegal. I think you may be lost.
