My payoneer master card got expired and i can't order a new one because i have to receive a $100 from their "mass payout companies" like Fiverr...

I need a virtual card to be able to send money with paypal.

Open a transferwise account they offer cc (not sure of vcc) and can use it on gaypal otherwise try revolut that offers vcc

Transferwise doesn't work in Algeria country.
