Method to create working GAds threshold accounts, is a premium thing nowadays. Hence, you could perhaps post your requirement in the "Want To Buy" section. I doubt if anyone would (here) so openly, freely and fully share their working method. If anyone wants to, though, they are most welcome.
The reality is that nowadays, forget about openly, freely & fully sharing the method, no one will even sell their method, for obvious reasons. Pardon me for being realistic about this. Infact, there are other members also who attest the same as I've mentioned.
Why don't you experiment with your account creation method ? I am not talking about IPs, proxies, cards, etc (these are only the ingredients), I am referring to the method for creating the accounts. Just experiment in different ways, thinking of what the GAds algorithms look out for in order to "feel" if a churn & burn account is being created (all answers are there).
Also note that in majority (99%) of cases of account suspended due to suspicious payment, in reality the suspension has nothing to do with billing, payment or card.
