Ignorant question: how do the Adwords sellers operate?

If i am competitor and want to make site 'example.com' flagged', i may create dirty add on his domain, right? So everybody can spoil this domain?

Tried that, didn't work, I was not able to ban competitors domain that way, once it went to review, but was back after few hours, not even sure if it was me or coincidence
