Ignorant question: how do the Adwords sellers operate?

Please forgive my ignorance...

Those selling Adword accounts with a VPS (to prevent the IP getting blocked) plus a threshold - how does it work?

The threshold amount already exists on the AdWords account? So the buyer can just spend that money on Ads? Or have I misunderstood.

If my assumption is correct, how does a seller sell an account with a threshold of $400 (for example) for $60. I mean - why is it so cheap?

You automatically get a $350 threshold on USA adwords.

They just use a cheap $5 VCC and add it to the account, add in a free AWS vps from a trial, resell for $60.

So how does the new owner fund the account?

Or does the threshold of $350 mean the new owner automatically has a "free" $350 to spend?

The billing threshold is at 350. So you 'spend' 350, and once it bills it fails.

I see. Thanks for the explanation.

Let's say you had a website that you wanted to maintain for the long run. If this AdWords account fails after you've "spent" $350, can you use another Adwords account setup in the same way to advertise that website. Or does Google take the view that the site is now toxic because the billing failed?
 
Domain name can be blocked by google.
 
Multiple usage of same domain again and again in churn & burn GAds accounts often does lead to that domain getting flagged for further usage. Also, if you are using same domain again and again then avoid adding coupons to the GAds accounts.

So if I wanted to purchase Ads anonymously for my site, but wanted to do so over the long term without the site getting blocked or damaged by Google, what would be the best way?

its something like adwords gives you 350$ to spend (for usa bank accounts or vcc only)
when this amount spend adwords charge, but they use fake vcc which has no money in it.
so you spent 350$ and adwords can't charge you

What is the purpose of the VPS? How does it integrate with the Google Ads account?

Vps is suited to keep the same ip when someone else uses the account. Otherwise google will ban the account if you use it from an ip location that is too far from the ip that has been used to create the acc

They dont suspend the acc with ip or location change. Sometimes im too lazy and use whatever country ips that r faster to access and it has never happened.
