IG accounts

I have an IG account with women's niche (quotes and facts on women ) with 25k followers,

I'm getting about 1.3k - 1.7k likes per picture and average 30-100 comments (depends on the post).

II can't find guys who need shoutouts i registered on some shoutout selling site but still no..
And i tried cpa too but stopped.....
I want to make money by monetizing and selling shootouts please suggest me some methods.

That's probably due to the size. Not too long ago, a 100k account in the right niche was very profitable. These days, this size isn't considered as big anymore. While your engagement is decent, your account is too small to monetize it in my opinion. You can make some $, but not a lot. So focus on growing
