Etsy just allow it because it makes them money. They like to maintain the image that the platform is for homemade goods so "officially" they say its not allowed but in reality all the big sellers are dropshipping.
 
If you want easy bucks, go with digital printable niche like daily planners, journals. Easy and requires no physical products and stuff.
